Open Question: What's the children's film where...?

I think it was a childrens movie where these two kids (brothers?) were the heroes and the bad guy was like a victorian looking dude with sinister facial hair and maybe some kind of fancy hat, like a top hat, and a cane i think, all in black. I think maybe he could change his appearance, he was the devil or some kind of evil wizard. all i remember is the story / climax involved lighting hitting a lightning rod on the kids' house. thanks!...
